The works comprise of two office towers:

1. Water Supplies Department Headquarters Hong Kong.

2. Islands and Regional Office and Correctional Services Department Headquarters with podium.

To provide general office accommodations and other government accommodations including workshops of Water Supplies Department, command centre, data centre, central supplies unit and recreational facilities of Correctional Services Department, dental clinic, storage areas, department carpark, public car parking for private vehicles, and ancillary facilities, associated building services such as drainage and external works.
